Oncology EMR Initiative

This document outlines the key resources provided by NCG-KCDO to support hospitals in the effective adoption of NCG EMR. The toolkit is structured across four key phases-Planning and Vendor Selection, Implementation and Training, Adoption and Usage, and EMR Enhancement and Continuous Improvement.

Each phase includes curated tools, templates, and checklists designed to guide hospital leadership, clinical teams, and IT staff through a smooth EMR journey-from early planning to long-term usage and improvement. Items marked "to be prepared" are under development and will be shared in due course.

3 Patient Satisfaction survey Captures patient perspectives on care quality and experience following EMR implementation. (to be prepared)
4 EMR Assessment Report (6 months after Go Live) Evaluates EMR adoption progress and impact six months after go-live, covering usage, challenges, and outcomes. (to be prepared)

MOU - Proposed Changes

LEAP Centre’s Responsibilities

  • NCG EMR Deployment - LEAP Centre commits to select, implement a NCG empanelled EMR solution and use it over 5 years, as per Article II.
  • CG EMR Co-funding - LEAP Centre commits to funding the balance cost (difference between the 5 year total cost of the NCG EMR solution and NCG funding commitment) of the NCG EMR solution.
  • NCG Empanelled EMR Vendor Selection - LEAP Centre will provide a written vendor evaluation and selection plan within 30 days of the Effective Date and commit to selecting one of the empanelled EMR vendor solutions within 90 days of the Effective Date.
  • NCG EMR Implementation and Go Live - LEAP Centre commits to initiate empanelled EMR solution implementation within 90 days of the Effective Date and Go live of the EMR solution within 180 days of the Effective Date.
  • NCG EMR Usage - LEAP Centre agrees to deploy strong resources as required for successful deployment, adoption, and continuous trouble-free functioning of EMR.

Proposed changes - The center will nominate an EMR Champion to lead the implementation, as needed to ensure successful deployment, adoption, and smooth ongoing functioning of the EMR system.

  • NCG EMR Requirement (NER 2.0) - LEAP Centre commits to deploy and use all relevant NER 2.0 features.
  • NCG Reviews - LEAP Centre agrees to provide regular monthly progress reports (using NCG preferred tools) for the below mentioned requirements:
    • Deployment status of NCG EMR selection
    • Implementation progress report until Go live
    • EMR adoption and usage
    • ABDM compliance achieved

Proposed changes - The LEAP Centre agrees to provide monthly progress reports covering the following areas during EMR implementation phase and for 24 months after Go Live:

  • Deployment status of the selected EMR
  • EMR Implementation progress until Go-Live
  • EMR adoption and usage report (or allow EMR vendor to share usage metrics) - per NCG defined format
  • ABDM compliance status

Additionally, the Hospital Director/ CEO will participate in the monthly EMR Steering Committee calls scheduled with the EMR vendor and NCG representative during EMR implementation phase and 24 months after Go Live or EMR usage > 50%.

  • NCG Continuity of Care Initiative - LEAP Centre will actively support NCG EMR interoperability initiative. LEAP Centre commits to interoperability of electronic patient data for continuity of care with patient consent.
  • NCG Data and Registry Initiative - LEAP Centre will collaborate with NCG to enable seamless de-identified data transfer for research and reporting purposes including creation of cancer registries. LEAP centre will update their patient consent forms to obtain the necessary patient consent for transfer of such data to NCG.
  • NCG Digital Health Foundation Course (DHFC) - LEAP Centre commits that its staff (doctors, nurses and other health workers including IT and administrative staff) will complete an abbreviated version (1-2 hrs.) of DHFC as part of EMR implementation and that it will further encourage its staff to enrol and complete the full DHFC online.

Proposed Changes - NCG EMR Assessment - NCG will conduct a six-monthly assessment of EMR adoption and report usage; the LEAP Centre and EMR vendor will support NCG in the assessment.
